Fast beccoming inpassable accept to cars

After going to great expense some years ago to re-tarmac this lane from top to bottom it is now deteriorating down the centre of the lane. There are high banks either side with hedges above. Each year there is a build-up of mulch from hedge cuttings and dead leaves which are naturally swept to the centre of the lane. This build-up has got to such an extent that green foliage - mainly grass - has got a good hold on this centreline. This in itself is not surprising but the lack of roadsweeping means that it is now almost impossible to ride my motorbike along it due to the 'rutting' effect of this vegetation and the fact that it is extremely slippy if I cannot stay in the tarmac ruts. At this time of year the problem is exacibated by the amount of overgrown hedge vegetation which means it is even harder to ride down the ruts because you are constantly hit by this vegetation. Could something be done to correct this please?

At the junction of Martley Hillside and Balers Lane

This narrow single-track road is not in a good state. At its entrance the buildup of gravel is such that it now spreads across the road making it hard to get traction whilst turning into or out of it. The rest of the lane has a lot of debris which makes it quite hard to navigate - particularly on two wheels. A good sweep and a note to sweep it once a year would probably solve the problem. The debris is causing additional damage to the surface with vegetation taking hold in the middle of the road which will ultimately lead to the need for more expensive maintenance.

This has been getting progressively worse since last winter. I have reported it before but it has been ignored. Yesterday I very nearly fell off my motorbike on this uneven road surface, which is now getting quite bad. It is on a set of particularly nasty bends and I can't understand why it is being ignored. It is becoming a serious hazard to all two-wheeled road users as well as four.

Standing water and buildup of silt

Some years ago the highway authority re-tarmaced this small lane. At the time, the contractor doing the work piled up some scappings that were removed right on top of a drain cover and blocked it. It has now grown over.
Ever since that time, water stands here and on what is a blind junction from certain directions, represents a hazard. This week I had a very close shave with a car because I couldn't stop on the built up silt. Can we have the drain unblocked and reinstated please?
The lane itself (known locally at Bailers Lane) is single track with high verges. The result is debris that can't get away builds up in the centre of the track and begins to grow vegetation. This in turn starts to root into the tarmac and break down the surface of the road. A road sweeper down the lane a couple of times a year would greatly reduce the shortened life-expectancy of the road surface and improve the chances of vehicles that meet on the lane stopping before a collision occurs.
