Parking over the footpath

My neighbors and myself have to come down a drive to enter the a5. The person that lives at the end of the drive keeps parking his van over the footpath so we have no clear vision to pull out on to a very busy dual carriage way. We have asked him politely to not park there but unfortunately I can not print what his response was to many swear words. This is an accident waiting to happen. Black cock bridge accident

The black cock bridge is a blind bridge theres been another accident just today at 10:45. There are NO SIGNS to indicate its a blind bridge like I have seen for other bridges in Walsall? How many accidents does there have to be for some kind of signage to be put up? This is a safety issue and myself and other neighbours have reported previously in accidents.
