Cat litter and Faeces spread all over pavement and road

Someone is using a local bin to dispose of their cat litter. The bins are emptied on Mondays and are then left by the back of 16 Clevedon close for pick up on Tuesday. During the night the foxes get at the bin bags resulting cat litter & faeces everywhere
