Nearly hit by a car

This car mounted the pavement and nearly hit me. The driver said I should have moved as I saw him coming, he also added, you're not blind. As a parent if a blind child, I found this all a bit frustrating. The parking in this area is getting beyond a joke now. Enfield Council need to do so thing about it
