Transporter Truck Blocking Paveway

I have a mobility scooter and it has been made incredibly difficult to navigate Weymouth Drive due to vehicles, including a large two-trailer transporter truck, completely blocking the residential pavement. In some cases, there is no choice but to turn around, or if an able bodied person, attempt step into the road, which is both dangerous and completely unfair for those of us who rely on safe, accessible footpaths.
I contacted Sunderland City Council, but they informed me that they do not deal with this issue. This raises real concerns - if the council wont take action and enforcement is unclear, where does that leave residents who rely on safe pavements?
Legal and Public Safety Concerns
Highway Act 1980 (Section 137): Willfully obstructing a highway, including pavements, is an offence.
Equality Act 2010: Public authorities must ensure disabled individuals are not disadvantaged by inaccessible infrastructure.
Road Traffic Act 1988 (Section 22): Leaving a vehicle in a dangerous position is illegal.
Traffic Management Act 2004: Many councils have enforcement powers to fine and remove vehicles causing obstructions.
The truck in question is not parked on a dropped curb or yellow lines, but it is fully obstructing pedestrian access, which is a direct violation of these laws. To make matters worse, the scrap and damaged vehicles left on the back of the transporter completely block visibility, making it impossible to see past without stepping into the road. This creates a serious risk, especially for those with limited mobility or visual impairments, as it forces pedestrians into oncoming traffic without a clear line of sight.
Beyond the immediate safety concerns, there are wider environmental and crime-related issues:
Oil leaks and hazardous materials from damaged vehicles pose a risk to public health and local ecosystems.
Attracting criminal activity, as abandoned or scrap vehicles can draw unwanted attention from those looking to steal parts or cause further damage.
General decline in the areas appearance, which can encourage further antisocial behavior and a lack of respect for local regulations.

Vehicle causing full obstruction of pavement

I use a wheelchair for my child and this vehicle fully blocks the whole pavement, it's also on the bend of access to estate. Extremely dangerous.

Insulation padding
6th March
Hi, a huge amount of insulation was spilt here several weeks ago. On a daily basis it is blowing around the carriageway and is along the central res and all in the bushes and the verges. What is the plan to clear it, along with all the other rubbish here? I notice another post that says it has been cleared, but it has not. Thanks

Style deliberately broken in foitpath

We believe this has been deliberately broken to allow illegal off road motorbikes and quad bikes access to the path. These nuisance vehicles are a problem to walkers and cyclists and cause damage to the paths

Loft insulation foam all along central reservation and hard shoulder
9th February
I reported about half a mile of loft insulation here shed all along the central reservation and hard shoulder. I notice you have closed it and said is has been cleared!!! It has not. Nothing has been done. On Friday I drove from Newcastle to Darlington and it was blowing all over the carriageway. I have some in my car grill. Not sure why it has been closed? Cna you update what the plan is to clear it? Southbound. Thanks

Southbound about half a mile from CLS onslip

A huge amount of insulation has been shed onto the road and is scattered along the central reservation for around a mile. This is blowing around the carriageway. It needs collecting as poses a real safety issue. If you join the A1 at CLS southbound you'll see it in the central reservation about half a mile south.

White vans parked on station road to the left of the exit from langhope and byerhope are causing problems for clear vision when exiting the estate to turn right

Turning right out of the langhope and byerhope estate , vision to traffic approaching from the left on station road is severely restricted due to White vans parking along the main road - I have twice almost been impacted by this The cars and vans all have parking options at the rear of their houses

A1 embankment post grass cut

Hi,
I reported this issue in Jan, in Feb and now July and each time I've been given a long list of excuses and then told it was being done in May. Alas it is July soon and still ZERO action.
In Jan I was given the following excuse;
Littering by people is, unfortunately, a behaviour that has a big impact on some parts of our roads. We aim to keep our roads as tidy and free of litter as we can.
Our litter picking is carefully planned to try to minimise the impact it has on road users and the safety of our people. Litter picks often require lane closures, which are disruptive to traffic flow. To help reduce the frequency of this disruption, where we can, we usually combine our reactive litter picks with other maintenance work which can result in what appears to be a delayed response.
Firstly - litter picking here does not impact on the traffic - basically because you can grass cut with no lane closures, so why can't you litter pick?
Secondly - why don't you do it at the same time? Durham CC have twigged with this now and dual carriageways are picked at the same time - one hit, one cost, all sorted. Highways - zero ability to coordinate.
Thirdly - nothing to do with cost because if it was, you would do it at the same time to minimise cost to the tax payer.
Fourthly - your SLA is not to aim to keep it clear, it states in clear words that you signed you will keep the highway predominantly free of litter.
Months later - zero action.
What date, in truth is this being done? You told me May - now it is July. Surely this isn't hard!!!

Huge amounts of litter and debris

The A1 is the most squalid I think I have ever seen it!
This is on your litter strategy; 'A network predominantly free from litter, without compromising safety and delivered affordably'
Can you tell me how you are delivering a network predominantly free from litter when you don't clear it up anymore???
With regards to safety; you litter pick the A19 with zero hard shoulder and individuals from traffic management vehicles, but you can't do the same on the A1? Why do it so differently there but get such great results - yet the A1 is thick with dumped waste, thrown waste from cars and tons of stuff off the back of vans and trucks.
You are also running a campaign about the impact on wildlife - but that is not going to pick up the litter is it? So the impact of the neglect from highways must be greater!
What date is the A1 north and south being picked around here? Washington services is disgusting, never seen the road so bad after the slip lane leaving the services - that you are responsible for.
