Dead tree on council land overhanging our property

There is a dead tree on council property that when the wind blows branches fall into our garden and should there be a strong gale or a strong gust of wind, it will blow the tree and/ larger branches into our garden. We have a four-year-old daughter and a newborn on the way and wish to make our garden a safe and secure as possible, as you can see in the photos provided, branches and large twigs have already fallen onto our property and onto council property. The large pile of organic matter rotting is causing our fencing to also rot. We still have a large amount of branches in our garden which require a lot of cleaning and putting in the green bin.

Ivy growing over from council side and destroying the fences

Ivy growing over from council side and destroying the fences. This is on the corner of broad st and swan st corner and the house affected is 22 broad st, pensnett, dy54dh.
The council have been requested before to ensure they maintain the land.
The ivy has grown over the fence, destroyed the wood fence panel, and through a wooden shed as well. This has been cut down and replaced with concrete gravel boards. Mice used to live in ivy and the pest people have said it needs to be tidy.
The ivy is growing down the line of fences from the council side, and if not maintained it will destroy the fences there too.
Please remove all the plants that are growing over the fences and wall especially the ivy has its destroying the property wall and fences.
Please maintain the council area. As for the damage to the shed and fences, if the council thinks its right to repay the damages for them then that is fine, however the main thing is to stop the ivy growing over from the council side.
