Dislodged Bollard Moved to Shopfront Area

A concrete bollard has been completely dislodged from its base at the kerb near the pedestrian crossing and has now been moved outside a nearby shuttered shop. Its lying flat on the pavement alongside litter and broken fencing. This poses a trip hazard and makes the footpath difficult to use safely.
Can this be removed or reinstalled, and the surrounding waste cleared? Its in a busy area regularly used by pedestrians, including school children and older residents.

Two large CBS bags have been left outside this property for a long time and are now a permanent obstruction on the pavement. I came across this seriously damaged wall on a public footpath near the corner of Eld road and St Elizabeth Road. The brickwork has collapsed, with loose bricks and a red plastic barrier behind it. Theres also a significant amount of litter and fly-tipping in the area, which poses a safety risk to pedestrians.

Wheelie bins in Parking Spaces

There are at least more than 10 families on this street who put their bins to block public designated car parks. In some cases these parkings are blocked for hours or nights. I live in this street and I cannot find a parking for my car when I return back from work. Secondly, these bins have been a hazard, to cars and other public user, specially during the nigths when the visibility is less. One time I hit one of them reversing in the winter as you dont expect a bin to be there in the parking space.
