Pavement overgrown/blocked, 1st December

I am a wheelchair user. I have lived in Post Office Lane for around 4 years. During that time the pavement along the North side of the main road through the village has become increasingly overgrown. The available pathway is now too narrow to be able to pass safely along the side of the busy A4103, with its heavy lorries and traffic enroute between Worcester and Hereford. I am now housebound. Cut off from the only local shop etc. because it is too dangerous to travel these few hundred yards. When I first moved here it was possible to make my way along this path but it has become increasingly risky and frightening and is just not possible anymore. Closer inspection shows that there are various 'manhole covers' and service access points which have been 'over grown' by the build-up of debris and vegitation. So the problem has been developing for quite some time. There seems to be no intention to put or keep this public pathway in good, accessible condition. i am now faced with the prospect of living trapped in my own home and completely cut off from my local community/services indefinitely.
