Two potholes on opening off Winkworth Rd onto service road, 15th April

Bricks left on road, 13th March
For the last month, outside 60 Banstead south road, sm2. There has been traffic cones left deliberately on the road by the residents of 60 Banstead south road. They have started to leave bricks and wooden pallets on the public carriage way causing a nuisance to drivers and children where a school is located nearby. This is dangerous for vehicles and can cause serious damage to vehicles if struck by a vehicle. Please can you remove this obstruction and notify the residents of this property that this behaviour is illegal. Thanks.
