I was walking over the motorway bridge near the chilworth roundabout and stopped to watch a highways motorway team cutting back the shrubbery on the slope. When they finished they got into their van reg no KN71 UVH and threw their litter out of the window into the bushes. She advised me that the area concerned was not National Highways but Hampshire County Council under some A7 adoption scheme . HCC are refuting that and stating it is down to Highways . I have sent the correspondence and contact details for HCC to try and liaise with to sort out but have had no reply and I have left 3 voice messages with no response .
