Metal sticking up out of road surface, 4th July

There is some rusted metal protruding from the roadside right outside our house. I think it may be the foundations of a roadside barrier, that has now emerged as the road surface wears down. Our car tyres are being damaged by the metal as we enter and exit our drive. I would remove the metal myself but it is on council property, and extracting the metal would leave small holes that would need filled in. Thanks, James.
