No Grit Boxes in Haswell Plough, 1st December

Haswell Plough is home to many diabled and elderly reidents and consists of many sloping roads and hilly areas which are becomming extremely difficult to keep clear of snow and ice due to the lack of grit boxes, infact, no grit boxes whatsoever! Apparently, Durham County Council say that each area has to be assessed for grit boxes, basing grit boxes on a privalage only basis, which is contradictory to Health and Safty rules regarding the Roads and Highways Act, thus forcing residents in Haswell Plough to suffer unesassarily by making many housebound and unable to get to work or travel to local shops or their GP's surgarys in cases of treatment or emergencys. I find this a disgraceful act of deliberate negligence by Durham County Council for failure to provide grit boxes anywhere in the Haswell Plough area, which is a public right and not a privalage during freezing and heavy snowfall seasons, and in contradiction to the Highways Health and Safety Act! As all residents are accountable for keeping their accesses to their homes clear and free of snow to prevent accidents to persons such as Postman, the council is also accountable for providing grit boxes to maintain a level of Health and Safety to all roads and pathways surrounding our homes and therefore, failure to provide grit boxes to maintain a level of Health and Safety of our roads and pathways renders the council liable for accidents caused by no maintainance to clear and grit these areas. I have just witnessed a Durham County Council van get stuck in my road (Kent Terrace), and the occupents spend 20 minutes digging out the van with shovels, yet they hadn't come into Kent Terracebut slipped and skidded into Kent Terrace due to the fact that there was no gritting whatsoever and Kent Terrace is a 1/7 slope, which the Durham County Council does not account as requiring a grit box!
