Can you confirm if these yellow box markings and legitimate? There were marking for a period of over 10 years in front of the garages but today, without warning or notification, they have been extended. Please clarify if these markings have been put in place by the council or if this has been an act of vandalism.

Pallet on grass verge, 1st May
About four/five weeks ago a neighbour further up in the close had a delivery of building materials. After emptying the pallet, I have been waiting for them to remove said pallet, but as you can see, they haven't. The pallet has been there so long, that the grass is growing up through it. Even the grass cutting men that came two days ago, just strimmed round it.
