L3 is a diverse postcode. It has a mixture of middle and working class areas. The safest and affluent parts of L3 is around the waterfront esp Princes Dock which is located near the financial centre.

I spent five happy years living in St. Andrew Street, just off Brownlow Hill, and very close to the cathedral. Although my commute to-and-from the city centre every day was strenuous because of the hill, it was a fantastic location to live. The surrounding area is a bit grim, but I never had any hassle from anyone, even when going out late at night. Close to all amenities including supermarkets, shops, off-licences and plenty of pubs to explore.

Liverpool is no where near as bad as some people make it out to be. People are really friendly here and there's a lot to do. The music scene is second to none. We've probably got the Beatles to thank for that!
