Parked in pay and display without a ticket, 28th March

Thu, 28 Mar 2024 12:26:14 +0000
51.414238 -0.278024

I had to see a doctor in Kingston hospital on two occasions 2nd Feb 2024 and 28th March 2024. Same van (photo provided) parks in pay and display and doesn’t have a ticket. The man sits in the van and even though I am going in/out number of times he says there is a ticket but that is not the case. Only pays when challenged. This caused issues for me to get on time for my appointment and it is unfair on people who follow the parking legal requirement as opposed to those parking and not paying.
